Alejandro Mosqueda has experience advising sovereigns in the regulatory analysis, negotiation, and legal implementation of financial transactions such as derivatives, securities lending and repo in international markets. Additionally, he has advised on the drafting and implementation of national regulation related to central banking operations, payment systems and market infrastructure in Mexico.
He has also provided advice in regulation and supervision aspects of capital and liquidity requirements of the banks and macro-prudential regulation for financial stability and banking resolutions.
Alejandro advised on the relation of Mexico with international financial organisms such as the IMF and the BIS and assisted the negotiators of free trade agreements such as the Mexico-European Union Free Trade Agreement and the Pacific Alliance in the Financial Services and State-Owned Enterprises chapters.
Advised the Central Bank, as the financial agent of the Federal Government, on its annual oil hedging program, reported by some media sources as the biggest sovereign derivatives operation of its kind in the world.
Advised the Central Bank on the derivatives (ISDAs, CSAs, Confirmation) and other financial operations documentation negotiation for the management of the assets of the International Reserves worth USD$200 billion.
Advised the Central Bank on the implementation of a “Swap Line” program with the Federal Reserve, worth USD$60 billion.
Advised the Central Bank on the implementation of liquidity facilities for the Covid-19 health crisis (including a derivatives program for hedging the currency in overnight markets) worth approximately MXN$750,000 million.
Advised the Central Bank on tenths of agreements for documenting central banking operations, payment systems and markets infrastructure, between the Central Bank and the financial entities of the country.
Assisted the negotiators of the Mexico European Union Free Trade Agreement and the Pacific Alliance in the Financial Services and State Owned Enterprises chapters.
Advised the Central Bank on enquiries and questionnaires, amongst other legal issues, regarding the relationship between Mexico and international financial organisms such as the IMF and the BIS.
Advised the Central Bank on the evaluation of contingency and resolution plans of Mexican banks.
