Thomas Mueller joined the firm in 1984 and has been a partner since 1987.

He is internationally recognized as a leading lawyer in project finance within the energy and infrastructure sectors in Mexico. He has participated in landmark transactions in the hydrocarbons and electricity sectors, such as the Samalayuca project —the first power plant in Mexico built and financed with private equity—, the financing of the nitrogen production and injection plant for the Cantarell oil field, and the development of several wind farms in the state of Oaxaca.

Thomas has also advised domestic and international clients on financial transactions, including cross-border secured and unsecured loans, derivatives, and mergers and acquisitions.

Before joining the firm, he worked in the legal departments of Siemens in Munich, BC Berlin Consult, and Banco Nacional de México. He was admitted to the Berlin Bar in 1977 and gained international experience as a foreign associate at White & Case in New York.

Relevant Experience

  • Represented several companies in their initial public offering, including ICA.
  • Represented the developers of the Mayakan and San Fernando gas pipelines in the financing of their projects.
  • Represented Eléctricité de France (EDF) in the financing of three combined cycle power plants awarded by CFE under the independent power producer scheme (IPP).
  • Represented Shell in the bidding and development of the Altamira regasification terminal.
  • Represented Banco Santander in the financing of the first PPS road Querétaro - La Piedad.
  • Represented Banco Santander in the financing of Red de Carreteras del Occidente.
  • Represented EDF Energies Nouvelles in the development, construction and financing of three wind farms in Oaxaca with a total capacity of 392 MW under the self-supply scheme and the sale of 50% of two wind farms to Mitsui.
  • Represented the Mexican Wind Energy Association in the discussion with the Ministry of Energy of the model electricity hedging contract for long-term auctions.
  • Represented Fisterra in the financing, refinancing and sale of its Tierra Mojada combined cycle power plant located in the State of Jalisco, and operating as generator under the Electricity Industry Law.
  • Represented EVM Energía del Valle de México in becoming a joint venture company with an affiliate of General Electric, the development, financing through several private placements, and sale of an 850 MW combined cycle power plant located in the State of Mexico.
